WATERWAYS TRAFFIC MONITORING AND MANAGEMENT SYSTEM

RFP NO. # NBPA-FY26-001

The New Bedford Harbor Development Commission, d.b.a. the New Bedford Port Authority (NBPA), is soliciting Proposals from Qualified Consultants for assistance in developing a Waterways Traffic  Monitoring and Management System.

Sealed proposals will be received by the NBPA, at 123 MacArthur Drive, New Bedford, MA, 02740, between 8:00 A.M. and 4:00 P.M., Monday through Friday, until the date and time of the submission deadline.

Request for Proposals  (RFP) documents are available electronically by contacting Ceasar Duarte, via email at: Ceasar.Duarte@newbedford-ma.gov, with subject: “NBPA-FY26-001: RFP WTMS REQUEST” on or after NOVEMBER 19, 2025.

All inquiries and questions must be submitted electronically via email to Ceasar.Duarte@newbedford-ma.gov, no later than DECEMBER 5, 2025, at 4:00 P.M. Answers to all questions will be posted in the form of an addenda via e-mail, simultaneously to all recipients of the RFP.

Proposal procedures and the award of the Contract will be in accordance with the provisions of M.G.L. Chapter 30B, 6,  of the General Laws of the Commonwealth of MA. The project will be awarded to the most advantages proposal from a responsible and responsive proposer taking into consideration price and non-price proposals.

The Bidder must complete the instructions for filing proposals included in the RFP and furnish all required forms with their proposal.

The NBPA reserves the right to cancel this procurement at any time before a contract is executed and approved, in which event the NBPA will reject all submissions received in response to the RFP.
