POPE’S ISLAND MARINA RESTROOMS RENOVATION PROJECT

Sealed FILED SUB-BID proposals shall be submitted on a form furnished by the NBPA and will be received until 11:00 AM on Friday, February 7, 2025, at the New Bedford Port Authority, 123 MacArthur Drive, New Bedford, MA.  The bid opening will be held at that time and the place will be publicly opened and read aloud.

Sealed GENERAL BID proposals shall be submitted on a form furnished by the NBPA and will be received until 11:00 AM on Wednesday, February 12, 2025, at the New Bedford Port Authority, 123 MacArthur Drive, New Bedford, MA.  The bid opening will be held at that time and the place will be publicly opened and read aloud.

IFB documents may be obtained electronically by email request to Ceasar.Duarte@newbedford-ma.gov  with subject: “NBPA-FY25-002: IFB REQUEST “on or after Wednesday, January 15, 2025 (Monday thru Friday – 8:00 AM – 4:00 PM) documents only available electronically.

All inquiries & questions from bidders must be submitted electronically by e-mail to Ceasar.Duarte@newbedford-ma.gov   no later than Monday, January 27, 2025 at 4:00 PM. Answers to all questions will be posted in the form of an addendum by e-mail, simultaneously to all recipients of the IFB.

In the event that any addenda are issued throughout the open period for this project, the NBPA will distribute these addenda via email to the email identified by the prospective bidders to NBPA at the time the plans and specifications are issued.  Copies of Addenda will be provided to registered bidders without charge.  Please note: All bidders must acknowledge any addenda in the proposal.

Pre-Bid Conference/Site Inspection: 11:00 A.M. Wednesday, January 22, 2025, at project site, Popes Island Marina, 102 Popes Island, New Bedford, MA.   

The project generally consists of renovation of a men’s and women’s restroom (approximately 635 square feet of interior space).

The engineer’s estimate for the project is $220,000.

The date of substantial completion for the Project shall be April 30, 2025. If the Owner accepts a proposal, it anticipates issuing a Notice to Proceed (NTP) within ten days of General Bid Opening. It is the NBPA intent to commence construction by February 28, 2025. 

Liquidated damages in the amount of $250 per day will be assessed if the work has not been completed in accordance with the provisions of the contract within the time specified (as extended by any authorized extension of time granted in accordance with the contract provisions).

Bidders must provide documentation of experience in the Building Construction trade with approval by the New Bedford Port Authority. 

Each bid must be accompanied by a bid deposit, in the form of a bid bond, cash, certified check, or a treasurer’s or cashier’s check issued by a responsible bank or trust company, payable to the New Bedford Port Authority in the amount of 5% of the bid. Each bid must be enclosed in a sealed envelope on which the bidder’s return address, including the bidder’s name, is listed, and be addressed as follows:

Bids are subject to the provisions of M.G.L. Ch. 149, sections 44A to H, inclusive. In addition, bids are also

subject to Ch. 30, Sect. 39F, G, H and M inclusive. Wages are subject to minimum wage rates as per Mass.

Gen. L.  Ch. 149, sections 26 to 27D inclusive. The New Bedford Port Authority reserves the right to waive any

informalities in or to reject any and all bids if it be in the public interest to do so.

All Bidders, both Sub and General, for this project are required to be certified with the Massachusetts Division

of Capital Asset Management and Maintenance (DCAM) for the work they are bidding on, and must submit

with the bid an update of their respective qualifications.
